The METAL Coordinator provides national leadership and management oversight to ensure that the Yemen country program develops and achieves its monitoring, evaluation, accountability, and learning (METAL) commitments, leading a department comprised of Monitoring & Evaluation and Client Responsiveness & Accountability teams.
المسؤوليات الرئيسية:
- - Provide technical leadership to ensure strong data systems and processes throughout the project cycle, from design and implementation to close-out and learning.
- - Develop and operationalize logical frameworks, METAL plans, data collection tools, processes for data management, client feedback approaches, quality checks, and data visualization.
- - Provide technical assistance to program teams during design and inception stages, supporting logframes, indicator selection, and data collection plans.
- - Develop and manage a responsive METAL budget and staffing structure for all projects.
- - Lead the expansion of Commcare for data collection and PowerBI dashboards to enhance data analysis and visualization.
- - Strengthen client feedback and response mechanisms based on regional standards and expectations.
- - Supervise, coach, train, and mentor the METAL department staff across multiple sectors and geographical areas.
- - Ensure MEAL systems integrate partnership principles and support partners in developing and implementing MEAL plans.
- - Promote a culture of evidence-based decision-making and accountability within IRC and partner teams.
المتطلبات:
- - A university degree in a relevant subject area (statistics, data management, social sciences, public health, economic development, or a related field).
- - A minimum of 5 years of work experience within MEAL-related functions, including experience leading data collection and analysis for multi-sector and multi-donor funded humanitarian programs.
- - Excellent understanding of quantitative and qualitative data collection and analysis methods.
- - Demonstrated ability to develop functional and user-friendly systems to utilize routine and survey data in program quality improvement.
- - Strong understanding of accountability mechanisms and proven ability to build responsive client feedback systems.
- - Proficiency with mobile data collection software such as Kobo, CommCare, and ODK Collect, as well as Microsoft Excel, SPSS, STATA, or similar software.
- - Excellent verbal and written data presentation and reporting skills in English.
- - Excellent spoken and written English. Ability to communicate in Arabic is an advantage.
- - Strong cross-cultural communication, planning, organizational, and analytical skills.
